Jiang Zemin Emphasizes Party Discipline In Modernization

����President Jiang Zemin, the general secretary of the Communist Party of China (CPC) Central Committee, said on January 15 that CPC members must follow Party discipline strictly because the Party now faces some of the most serious challenges in history.

����Jiang told the 3rd plenary session of the CPC Central Commission for Discipline Inspection that the Party has many advantages in reforms and development and that its organization and strict discipline have always given it an important edge in achieving victory.

����This edge is important in the Party's unifying members in will and action and in making use of advantages, he said, pointing to how the Party has adopted a number of important measures in discipline enforcement since the 3rd plenary session of the 11th CPC Central Committee in 1978, and Party discipline has improved afterwards.

����However, he said, some Party members and officials have become indifferent to Party discipline in these new circumstances and the laxation in discipline has become a problem for some Party organizations.

����He said that Party committees and discipline inspection departments at all levels need to be fully aware of the danger of violating or easing off Party discipline and need to take steps to correct this.

����Party organizations and members need to conscientiously abide by the Party's organizational principles, he said, and no one, no matter what his position, can become a dictator or refuse an assignment or supervision by the organization.

����In economic work, Jiang said, Party members and officials in the financial sector must work in strict accordance with relevant regulations, and the Party and government organizations at each level must abide by financial rules.

����Jiang also asked Party members and officials of Party organizations at each level to try to increase ties with the people and fight against bureaucracy in various forms.
