News Analysis: Contest and Struggle Are Continuing--A Perspective View of Kosovo Situation

����The Kosovo crisis has been continuing for nearly one year, not only the Serbia army and police and the ethnic Albanian troops participate in the contest, but also the United States, Russia and some other European countries.

����The Yugoslavian government believes itself is the winner in the present Kosovo crisis for Yugoslavia defended its national dignity and territorial integrity while avoiding NATO's "air strike". But according to the agreement between Yugoslavian President Slobodan Milosevic and US special envoy Richard Holbrooke, Yugoslavia withdrew its army and police troops from Kosovo and gave the maximum self-government rights to the Albanian ethnic group, which will lead to the separation of Kosovo from Yugoslavia sooner or later.

����US President Bill Clinton thought his government achieved great success in solving this crisis and played a leading role in Balkan affairs. When the Kosovo crisis broke out, the United States intervened in this event and forced the Yugoslavian government to accept US resolution by the threat of air strike. Although the Yugoslavian troops have been pulled out of Kosovo and the International Observer stationed in this area, the political dialog has not yet begun and big or small conflicts never stopped due to the conflicting stands of the two sides.

����The Kosovo crisis poses direct threat to the security and stability of Europe, but the EU cannot solve it independently and did not make any decision related to European defense, except its call on the Yugoslavia to abide by the resolution of the United Nations. Only with the help of the United States, has the crisis been initially solved.

����The Russian government always opposes the Western world using "dual standards" toward the two Kosovo conflicting sides and military intervention in the internal affairs of Yugoslavia. The long-term political and economic crisis has degraded Russia from a superpower to a regional country and it has no capability to rival the United States, so in the Kosovo crisis, Russia is not a strong factor.

����The ethnic Albanian might be the real winner in this crisis, which has preserved its military strength with the help of the Western countries and acquired extensive self-governing rights which create condition for realizing their political objective.

����The contest between all sides involved in the Kosovo crisis is continuing, but the focus of the crisis remains Kosovo's status in the future, about which Yugoslavia and ethnic Albanian cannot reach consensus. The Yugoslavian side just gives the ethnic Albanian autonomous status within the Serbia Republic, but the final objective of the latter is total independence. Thus, the Kosovo peace process will be difficult and have an uncertain future.
