China Transmits Hong Kong Report on International Covenant to UN 　　*China transmitted in Geneva Monday to the United Nations High Commissioner for Human Rights (UNHCHR) a report by its Hong Kong Special Administrative Region (HKSAR) on the implementation of the relevant provisions of the International Covenant on Civil and Political Rights. 　　It is the first HKSAR report on the implementation of the covenant covering the period between July 1, 1997 and June 30, 1998, since China resumed exercising sovereignty over Hong Kong on July 1, 1997. 　　Ambassador Qiao Zonghuai, head of China's permanent mission to the United Nations Office at Geneva, said that the transmission of the report had been made in the spirit of "One Country, Two Systems" in accordance with the Joint Declaration between China and Britain on the question of Hong Kong and the Basic Law of the HKSAR. 　　On transmitting the report to UNHCHR Mary Robinson, Qiao also submitted a diplomatic note for her to pass to UN Secretary-General Kofi Annan on the matter. 　　*The "One Country, Two Systems" policy is a key factor to maintaining Hong Kong's freedom, flourish and stability, since China resumed the exercise of sovereignty over Hong Kong, according to an evaluation report of the European Commission released Monday. 　　The report also highly appraised Hong Kong's positive role in the Asian financial crisis and said the efficient implementation of this policy deserves the full support of the EU and other cooperative partners. 　　 WorldNews 1999-01-13 Page6
