Jiangsu Implements "Revenue-Expenditure Two-lines" Method for Unbudgeted Funds ����Jiangsu Province is conscientiously implementing the instructions of the State Council and the Central Commission for Discipline Inspection concerning strengthening management of unbudgeted capital, and resolutely carrying out the regulations of the Party Central Committee on implementing "revenue-expenditure two lines" in the four departments of public security, procuratorate, court, and industry and commerce. Jiangsu provincial Party committee and government have decided to comprehensively implement revenue-expenditure two-line management of all of the province's administrative operational charges and various incomes from fines. Strengthening management of unbudgeted funds has become the common demand of Party and government leaders at various levels and the cadres and masses at large. ����In launching this item of work, Jiangsu Province firmly grasps four principal contradictions and solves the following four-faceted problems: one, system construction; two, conducting three check-ups-clearing bank accounts, check-up on "lower-level treasuries" and check-up on vouchers; three, taking hold of the four key departments of public security, procuratorate, court, and industry and commerce; and four, taking hold of units directly under the provincial authorities. ����In order to guarantee the smooth implementation of the "two-line" work, the provincial government stresses money which should be collected must be fully collected and managed well; money which should be used should be guaranteed and allocated in time. ����It is reported the "two-line" management of income and expenditure has been carried out in all departments at the provincial, city, county (district) levels.
