Sichuan Gains Marked Results in Hi-Tech Development 　　Through implementation of the Torch Program, Sichuan Province has cultivated and created a batch of new and high technological products and enterprises aimed mainly at innovation and possessing property rights, initially forming a high-tech industrial framework dominated by electronic information, modern medicine, biological products and new materials. In 1998, the province's new and high technological industry recorded a total industrial output value of 38 billion yuan, accounting for 18.4 percent of the province's total industrial output value, up by 18 percent over the previous year. 　　Sichuan's civilian-run scientific and technological enterprises have grown sturdily.
