As to what the three armies of the Second Field Army should do in the first stage of the Nanjing-Shanghai-Hangzhou Campaign, the General Front Committee proposed on April 17, 1949, that the Fourth Army of the Second Field Army march east into the Wuhu area, take over the tasks unfulfilled by the troops left behind by the Ninth Army of the Third Field Army, wipe out the enemy troops there and prepare to join the attack on Nanjing, and that the main force of the Third and Fifth Armies of the Second Field Army march to the Zhejiang-Jiangxi Railway. This proposal was approved by the Central Military Commission. In the course of the campaign, however, all the main force of the three armies of the Second Field Army marched to the Zhejiang-Jiangxi Railway and areas to its south, because of the changes on the enemy's side.
