High-tech Zone rewards High-end talents with more than RMB50 million

Recently, the High-tech Zone implements the industrial supportive policies for enterprises in this zone including high-end talent import, intellectual property protection, software industry support, cultural creative industry support and technology enterprises' insurance and subsidies and other industrial support policies. Total supportive fund is about RMB180 million. These industrial policies not only win the support of enterprises in this zone and high-end talents, but also achieve a geometric multiplication in the regional innovation capacity. Recently, the High-tech Zone rewarded 4810 high-level talents, talent search, and talent cultivation of 108 enterprises in this zone with RMB52.974 million. By firmly grasping the "heart" of enterprises and high-end talents in the region, the High-tech Zone further promotes the implementation of talent strategy.
It can be said that talents are critical among various components of the core competitiveness of the High-tech Zone. As the saying goes, the talent cultivation is the most important throughout one's life. Meanwhile, in the High-tech Zone, we can say that fragrant grass is to be found within ten paces, which means that excellent talents can be found everywhere.
High-level talents therein are extremely valuable. This is because that every high-level talent is a luminous seed, which can survive only in the suitable climate and solid. Undoubtedly, the industrial atmosphere in this High-tech Zone is the soil that triggers the biological processes of these talent seeds, while the supportive policies are the most suitable climate for them. Reward 4810 high-level talents with RMB42.79 million
Talents not only represent knowledge, but also mean creativity. In recent years, in order to import and cultivate high-level talents more powerfully, the High-tech Zone has issued a series of preferential policies for high-level talents import in succession and establishes a model of attracting excellent talents.
As far as we know, this reward is mainly for 4810 high-level talents in 108 enterprises, 18 enterprises declaring for high-level talent search fee, 11 enterprises declaring for leading talents of China's "Thousand Talents Programme" and "Hundred Talents Programme", 6 overseas institutions applying for "Overseas Talent Workstation" subsidies and 5 enterprises declaring for training base subsidies.
4810 high-level talents therein have been rewarded with RMB42.7918 million in total. Compared to the same period of last year, the number of declaring enterprises and high-level talents increases by 27.06% and 42.35% respectively, while the amount of reward increases by 29.55%, and that the reward degree is further enhanced.
Then, how high-level talents are defined? "They are mainly in supportive industries including communication, photovoltaic, electronic components, software and service outsourcing, advanced manufacturing, biological medicine, innovative service, large headquarters and other support industries." Dong Xiaotai, the Director of High-end Talent Import Department of the High-tech Zone Talent Center responsible for talent policies said, "the implementation of the reward policy of over RMB50 million is the symbolic event that the High-tech Zone carries out talent policies."
"Our company began to declare for the high-level talent preferential policy of the High-tech Zone since 2008. Currently, about more than 1000 staff have been rewarded with accumulative amount over RMB26 million." Liu Chaorong, Manager of Northwest Platform of Human Resources Center in ZTE Corporation said. Liu added that the talent import policies of the High-tech Zone helped the enterprises a lot to attract high-end talents, and that the enterprises themselves also enjoyed the subsidies of the High-tech Zone for their behaviors including search of high-level talents.

Attract strategic R&D center to transfer to Xi'an
What will high-end talents bring? Big think tank! Since high-end talents are rare resources in production elements, high-end talents are indispensable both in technical management and in industrial transition. "High-end talents mostly have certain influences on their industries and society. Then, when the High-tech Zone attracts them from coastal cities to Xi'an, such a behavior not only confirms and publicizes the High-tech Zone, but also brings great influences to the basic talent cultivation in Xi'an. Thus, Xi'an will have a more reasonable talent structure." Dong Xiaotai said.
Taking ZTE Xi'an R&D Center for example, there are more than 7000 staff at present, who mainly undertake the research and development of terminal products and wireless products. "According to the development planning of the company, in future years, Xi'an R&D Center will undertake 4 business platforms and 10 functional centers of the company and become the largest R&D Center of ZTE in the whole world. And our staff will reach 26000." Liu Chaorong said, "Talent think tank gradually cultivated by the High-tech Zone has formed the talent advantage, and positively promotes the project development of forefront technologies. Meanwhile, the company is promoted to transfer its key products and strategic products R&D work to Xi'an."
Besides the great value of high-end talents, the job stability of them is critical. "In the talent-introducing work, it is very important to serve talents besides the policy guidance and specific import measures. Most high-end talents are commonly more than 40 years old and their job stability is greatly influenced by whether the problems such as their registered permanent residence, children's school work and other family problems are solved or not." Dong Xiaotai said. Dong added that the three service modes the High-tech Zone had taken including special talent service window, door-to-door service, and one-to-one follow-up service therefore provided a strong guarantee for the future talent stabilization.

In fact, the talent import work of the High-tech Zone was officially started in 2005. Along with the gradual formation of the High-tech Zone pattern consisted of 4 leading industries and 8 industrial clusters, the High-tech Zone quickly presents its glamour as one of the regions with a good investment climate and most active economic development in China's central and western regions. More than 18000 enterprises, over 100 enterprises on the Fortune 500 and domestic and foreign enterprises enter the zone in succession, resulting in a collective outburst of the talent demand. Therefore, it is very urgent to recruit the talents.
"Since 2005, the High-tech Zone has imported more than 7800 high-end talents. 170000 talents are stored in the think tank." Gu Haiwen, Post-doctoral Scientific Research Management Office of High-tech Talent Service Center said. Gu expressed that the High-tech Zone currently had already 11 talents from China's "Thousand Talents Programme" (i.e. Overseas High-level Talents Import Programme) and 39 talents from Shaanxi Provincial "Hundred Talents Programme", all of whom play an important role in their circles.
It's known that in the past 8 years, the High-tech Zone holds job fairs in Beijing, Shanghai, and Shenzhen every year, during which 2000 or 3000 talents imported nearly per year. Taking Huawei and ZTE for example, their researchers in the High-tech Zone have already exceeded 10000, of which a considerable number were imported from developed cities. These enterprises have comparatively strong influencing power and competitiveness, playing a critically leading and radioactive role for the industrial development of High-tech Zone. In addition, the High-tech Zone also organizes annual recruitment negotiation activities in well-known colleges and universities. Among these, a master and doctor practical delegation of Tsinghua University is specially organized to visit the High-tech Zone every year thus providing a convenient access to high-end talents for their better understanding of the High-tech Zone.
"From 2011 to 2015, a special fund for the talent development of no less than RMB100 million is established, and talent import '5235 Scheme' is carried out. We will work hard to import 70 to 80 leading talents in national strategic emerging industries and 10000 various high-end talents suitable for the development of high-tech industries within 5 years. The total amount of talents will exceed 500000. The High-tech Zone will be constructed into the talent highland with the most influencing power in China's central and western regions, making due contributions to support, lead, and exemplarily drive the construction of international metropolis in Xi'an and the economic take-off in Shaanxi."
