Editor's note

The Fourth Session of the 11th National People's Congress (NPC) and the Fourth Session of the 11th Chinese People's Political Consultative Conference (CPPCC) will be held in Beijing, the capital city of China, in March 2011. As the most significant events in the political life of China, the NPC and CPPCC attract attention from interested parties at home and abroad. Below are listed some questions that seek to ascertain what the hot topics and the major concerns of all the netizens about the NPC and CPPCC. We will base our reports of NPC and CPPCC upon your choices. Your participation will be greatly appreciated.

Please consider to establish a department called "Social Harmony Department", lead by Minister of Social Harmony. If foreigners think this social harmony could lead chaos in China, this department aimed to turn the threat into a great opportunity, to unite people and raise happiness. It"s a pity that nowadays, even the riches don"t feel happy too.The Ministry organize charity works to bridge various ethnics (especially between Han, Xinjiang, and Tibetan), bridge the rich and the poor (offer lottery without any prize, etc), bridge the unemployment and the employed (organize seminars, sharing skills), bridge the healthy people and the sick (volunteer in hospital, etc), bridge the disabled and normal people (the disabled perform shows across the nation to inspired the normal people, such as one thousand Buddha hands performance, the normal shares their advantages).Through charity works, the Ministry could even bridge cooperation between villages, cities, universities, schools, officials from different departments, etc. Organized by Ministry of Social Harmony, imagine if Ministry of Culture Department make a proposal to other departments, to share Confucius teaching and Sun Tzu teaching, which will benefit their jobs. Meanwhile, Ministry of Science and Technology inspired other departments, by sharing their success story of a series of tech breakthrough, through countless failures and years of hard work.By sharing and giving, when the recipients get the benefits, we get the happiness. By sharing and giving, we realize our fortunes and stop complainingBy sharing and giving, we inspire the recipients to perform the same things, to share and give.Both the contributors and the recipients take a benefit, which could not be bought by money.The world"s first Social Harmony Department will even inspire the world. I hope China can produce more organic food, as I have self experienced how non-organic food, especially Western non-organic food, deteriorate the people"s health.The worst is, it is a slow, and almost invisible progress - so it is hard to notice exactly why you"re getting sicker.The Chinese people should know that we"re not meant to eat Western food like pizza and hamburgers, and there are serious health consequences if one eat western food over a long time. Fast food chains like McDonald"s and KFC should pay a "junk food tax" in order to make it less attractive for people to eat there.I also hope China could show innovation in food - especially healthy, organic food and make it affordable.Second thing is, I hope China could be an innovative superpower by 2020, and prove the Westerners wrong that China can"t innovate.

I think this is an excellent method of ensuring people with a genuine interest in China can make a contribution to the debate. People from abroad often "wag their finger" and scold China for it"s lack of democaracy. This is a very progressive and democratic way to ensure ordinary people can raise questions to the leadership. Well done, People"s Daily!! A very progressive measure!!!The framing of the multiple choice questions could be done better, I believe. Using a wider range of questions with each individual question having a comment box below would be a more scientific, (in terms of social science) method of conducting a survey. Overall, I was delightd to see the People"s Daily conduct this survey. It is a genuinely progressive and democratic way to give the maximum number of people a chance to raise issues and ask questions of the leadership. The "Editor"s Note" at the top mentions the meetings taking place in March 2010! I am sure this is a mistake.
