Int'l cooperation propels China's poverty reduction: white paper

BEIJING, Nov. 16 (Xinhua) -- Foreign funds and other forms of international cooperation have helped China's fight against poverty over the years, according to a white paper on China's efforts in poverty reduction published on Wednesday.

"Foreign funds has been an important part of China's development-oriented poverty reduction drive," the white paper said, as China learned from abroad some advanced concepts and successful approaches in its efforts to reduce poverty, such as small loans and poverty monitoring and evaluation.

By 2010, a total of 1.4 billion U.S. dollars in foreign funds had been poured into poverty reduction projects in China, with the aggregate direct investment reaching nearly 20 billion yuan (3.15 billion U.S. dollars) if supporting funds from the Chinese government are taken into account, the white paper said.

According to the document, China had implemented 110 foreign-funded poverty reduction projects, covering more than 300 counties of 20 provinces, autonomous regions and municipalities in central and western China, and benefiting nearly 20 million impoverished people.

China started using foreign funds in poverty reduction since early 1990s, and conducted cooperation with the World Bank, the United Nations Development Program, the Asian Development Bank and other international organizations, as well as the United Kingdom, Germany, Japan and foreign non-governmental organizations.

Meantime, China has actively been taking part in the international poverty reduction cause, helping set up exchange and cooperation platforms, and sharing experience with other developing countries.

In recent years, the Chinese government has trained 720 middle and high level officials from 91 developing countries to help their countries to reduce poverty, the white paper said.
