China calls for effective measures to prevent, treat non-communicable diseases

UNITED NATIONS, Sept. 19 (Xinhua) -- Chinese Health Minister Chen Zhu on Monday called on countries to adopt effective policies and measures in preventing and treating non-communicable diseases (NCDs), as well as actively responding to the challenge brought along by them.

While addressing the UN General Assembly high-level meeting on NCDs, Chen said that the prevention and treatment of NCDs is an inevitable option for a nation's common interests and the healthy road for the common development of all mankind.

"All of the countries should through this Assembly, build consensus and adopt effective policies and measures of prevention and treatment, and actively respond to the daunting challenge of NCDs," he said.

The UN General Assembly, the principal UN body which represents all 193 member states, on Monday opened an unprecedented high- level meeting on NCDs in order to bring global attention to these diseases and agree on a plan of action to address them.

The Chinese health official suggested that the national health systems be strengthened and health be integrated in all policies.

"Governments of all countries should attach as much importance to health as to economic development," he said. "In particular, NCD prevention and treatment should be accorded a priority area in the national development strategies."

Chen stressed that international collaboration should be enhanced on the basis of complementary advantages.

"We can strengthen technical exchanges and share experience amongst developing countries through mechanisms such as South- South Cooperation and cooperation among Brazil, Russia, India, China and South Africa," he said. "We shall continue to promote North-South Dialogue to expand the technical transfer and financial support from developed countries to developing countries based on the recipient countries' needs."

Activities of prevention and treatment should be aligned and coordinated, and the global consensus should be expanded, he said.

Chen also called on the international community to firmly implement the action plan for the global strategy toward the prevention and control of NCDs.
