Nanning Declaration on Development and People' s Access (full text)

NANNING, Sept. 6 (Xinhua) -- A special conference of the International Conference of Asian Political Parties (ICAPP) concluded here on Tuesday, yielding a declaration calling for consolidated cooperation among Asian political parties. The following is the full text of the declaration:

Nanning Declaration on Development and People's Access

As Asia advances into the second decade of the 21st century starting a new phase in its development, we, the leaders and representatives of 53 political parties from 27 countries in the Asia-Pacific region, gathered from 4 to 6 September, 2011 in the Chinese city of Nanning, for the ICAPP (International Conference of Asian Political Parties) Conference - Development and People's Access: Deliver the Fruits of Development to the People - hosted by the Communist Party of China (CPC).

In a spirit of equality, mutual respect, and mutual learning for common development, the in-depth discussions on the theme of the Conference achieved positive results. The delegates felt that the Conference provided a good opportunity for sharing experiences by building consensus and translating collective wisdom into concrete cooperation. The Conference facilitated enhanced communication, closer rapport and mutual trust among Asian political parties. During the conference, delegates also expressed ideas which they felt were necessary for creating conducive conditions for development. These included an Asian Anti-Poverty Fund, as well as, a proposal for an Asian Peace and Reconciliation Council, so that the process of change in certain parts of Asia leads to a stable, peaceful transition.

The participants acknowledged that, since its founding, ICAPP has emerged as a representative voice of Asian public opinion since it now includes virtually all the major Asian political parties. And the participants expressed a determination that ICAPP seize opportunities, to build into a unique platform. The ICAPP would continue exchanging ideas for party building and statecraft, sharing experiences of development and good governance, making it an important channel for promoting relations among Asian nations, and for boosting development and prosperity of the region.

We emphasize that peace and development are the themes and trend of our times. Asia is enjoying an unprecedented momentum with opportunities of development for moving forward economically. However, our development is sometimes impeded by structural roadblocks and requires greater coordination and clarity, both in policy and execution. In this regard, our governments have constantly explored solutions, and some have worked out strategic development plans, and policies to promote balanced economic and social development, backing that vision with commendable will, upon which we express our appreciation.

Under these circumstances, we propose:

I. To give primacy to development. Currently, with the global financial crisis still casting its shadows, and the debt crisis of some developed countries taking its toll, the world remains at higher risk of economic turbulence. Moreover, global problems such as climate change, energy security and food security are getting increasingly complicated, and the North-South gap and the gap between the rich and poor are still widening. Asian countries share the tremendous challenge of combating these crises and reviving the economy. Development holds the key to resolving global problems, social, economic and political. Asian countries should leverage their comparative advantages, enhance their economic competitiveness, and cultivate new economic growth points to accelerate economic and social development in all sectors.

II. To pursue inclusive development. To improve people's quality of life is the objective driving development. We should promote consensus, uphold the concept of equality of opportunity and development shared by all. We should put people's well-being first, improve the structures and policies related to employment, income distribution, social security, health care and housing, which are key to ensuring and improving livelihood. We should uphold social justice and remove the barriers preventing people from participation, so that the fruits of development are delivered to the people in an equitable manner.

III. To lay more stress on the mode of development. With the deepening of economic globalization, the global economy is undergoing new transformation and adjustment. The North-South gap and the gap between the rich and the poor still exist; and emerging challenges such as climate change, resources shortage, and environmental safety are posing new threats to the survival and development of Planet Earth and humankind. To this end, countries should pay great attention to address imbalances in development by taking into consideration the factors of environment, resources and people's livelihood and pursue development in a balanced and sustainable way.

We note that the Conference coincides with the 90th anniversary of the founding of the Communist Party of China, upon which we express our warm congratulations. We highly appreciate the historic achievements China has made in economic and social development under the leadership of the CPC. We also appreciate the CPC's idea of people-oriented and scientific development and the active approaches it has made towards this end.

Finally, we express our appreciation to H.E. Xi Jinping, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice-President of the People's Republic of China for his gracious message of congratulations to the Conference. We express our most sincere gratitude to the Communist Party of China and the Chinese Government for hosting this historic Conference. We also thank the CPC Committee and People's Government of the Guangxi Zhuang Autonomous Region for their support and warm hospitality.
