China to speed up development of poor province

BEIJING, Feb. 13 (Xinhua) -- The central government plans to accelerate the development of Guizhou, one of the nation's poorest provinces in southwest China, to lift millions out of poverty.

"Poverty and underdevelopment are two major problems Guizhou should address to realize national common prosperity," Du Ying, vice minister of National Development and Reform Commission (NDRC), said at a joint press conference outlining the central government's plans to promote growth in the region.

According to the State Council, the central government will advance development in Guizhou by initiating 176 major construction projects and introducing incentive measures -- including increased fiscal investment and tax breaks for businesses.

Guizhou needs to double its per capita GDP to approach the average level in western regions at around 5,000 U.S. dollars by 2015, compared with less than 2,000 U.S. dollars this year, according to a document issued by the State Council in January.

"We are about eight years behind the nation's average development level," Zhao Kezhi, provincial governor of Guizhou, said at the press conference.

Currently, the per capital GDP of Guizhou is about one-sixth of that in Shanghai, the country's most developed municipality.
