China: Most citizens covered by health care

Over the last two years, thanks to the health care reform policy, the basic medical insurance system has been carried forward rapidly and effectively, and a medical security system with Chinese characteristic has preliminarily taken shape. Meanwhile, this system forms the world's widest basic medical insurance net.

The coverage of the basic medical insurance system is promptly expanding. Currently, the number of contributors has increased to 1.28 billion, which includes 90 percent urban and rural residents, 154 million more than last year. Three aspects of this system are worthy of mention:

First, the security level of the basic medical insurance system has advanced on a large scale. The subsidy has increased from 80 yuan per capita in 2009 to 200 yuan per capita in 2011 due to the new type of rural cooperative medical care system and the medical insurance for urban residents. The reimbursement ratio for hospitalization expenses has seen a gradual appreciation from 50 percent to 60 percent, and the number could be 70 percent if hard work is done this year. As a result, there is a relative ease for people's medical burden.

The strengthened service capability of the basic medical insurance system also deserves applause. Patients can get reimbursement instantly after they get out of the hospital. People from those provinces like Fujian and Jiangsu can calculate the refund through the Internet although they receive medical treatment in a different city. However, the city must be one of the provinces where they have registered permanent residence.

Municipalities and provinces like Tianjin, Chongqing and Ningxia and more than 40 cities, including Chengdu, Hangzhou and Xiamen, have all realized an urban-rural coordination calculation pattern. Cities like Zhanjiang, Luoyang and Liupanshui innovated new methods, entrusting the work to qualified commercial insurance companies.

The medical assistance system has gradually improved. On one hand, funds for medical assistance have increased substantially, 16.6billion yuan in 2010, 75 percent more than 2008. On the other, close to 100 million people, including critically-ill patients, severely disabled people and seniors from low-income families, can benefit from the system. Apart from this, hospitalization and outpatient service assistance are also accessible and the deductible has been cancelled. All these result in an evident improvement of service.
