Open secret

Zhu Lijia, a professor at the Chinese Academy of Governance in Beijing, told the Global Times on Tuesday it's an "open secret" that the banned liaison offices are still running.

"The problem is that the cost of running illegal liaison offices is too small," Zhu said.

"Authorities should conduct secret inspections on these liaison offices operating in disguise, and dismiss the county leaders as punishment. Otherwise no other penalty will effectively to solve this problem at its roots," he added.
