China plans to cultivate 100,000 pioneering, talented individuals and 3,000 venture enterprises established by students in five years, according to the newly released "12th Five-Year Development Plan Program of National University Science Parks."

According to the program formulated by Ministry of Science and Technology and Ministry of Education, China will build 150 technological entrepreneurship practice bases for college students in order to foster creative talent and drive university students to set up a business right after their graduation.

The program provided that venture funds will be set up to help these sci-tech enterprises established by college students. In addition, services, such as agency services for personnel affairs, will be provided to those creative graduates in order to attract more talented individuals to set up their businesses in the university science parks.
