During the conference on Chinese Navy's grassroots construction held on July 16, 2012, the new "Three-year Plan for Grassroots Construction" of the Navy of Chinese People's Liberation Army (PLA) clearly defined the overall requirements of the grassroots construction for the coming three years.
Wu Shengli, member of the Central Military Commission (CMC) and commander of the PLA Navy, attended the conference. When mentioning the Navy's new "Three-year Plan for Grassroots Construction", he pointed out and stressed that the current maritime security situation of China is very complicated, and the missions such as maintaining national sovereignty and territorial integrity, and safeguarding our maritime rights and development interests are quite arduous. The tasks of naval construction and preparations for military struggles are at a crucial stage. The unprecedented challenges and tests thus faced have posed new and higher requirements for the grassroots construction. It is imperative to make desperate efforts to promote the comprehensive progress in grassroots construction as well as the comprehensive elevation of the Navy's transformation and core military capabilities.
Liu Xiaojiang, political commissar of the PLA Navy, also attended and addressed the conference.
