President Hu Jintao signed the 56th presidential order on April 27, 2012, to promulgate and implement the Military Insurance Law. This is the first law especially for life treatment of servicemen issued by the state since the founding of the People's Republic of China in 1949.

The servicemen are a part of the society. In recent years, a series of laws, regulations and policies have been issued in succession to protect servicemen's rights and interests:

The enactment of the Preferential Measures on Education of Children of Military Personnel and the revision of the Regulations on Pensions and Preferential Treatments for Servicemen have increased the items of pensions and substantially improved the preferential treatment for servicemen.

The establishment of allowance system of major military operations other than war has granted proper daily allowance to officers and men who are performing missions such as disaster rescue and relief, right and interest protection, and security and guarding.

"The Military Insurance Law involves all the servicemen both at present and in future. As for the future, this law formulates to set up a normal growth mechanism for the amount of insurance, guaranteeing its stable increase with the social and economic development," said some legal experts. They believed that the enactment of the Military Insurance Law embodies concerns for the servicemen and their families from both the Communist Party of China and the state.
