The 2nd chief of general staff meeting of the militaries of the Shanghai Cooperation Organization (SCO) member states was held on June 7, 2012 in the city of Khujand, Tajikistan.

Delegates from the SCO member states including General Zhasuzakov Saken Adilkhanovich, chairman of the Chief of Staff Committee of the Armed Forces of the Republic of Kazakhstan, Colonel Subhankulov, chief of general staff of the Kyrgyz Armed Forces, General Chen Bingde, chief of general staff of the Chinese People's Liberation Army (PLA), General Aleksandr Postnikov, deputy chief of general staff of the Russian Armed Forces, and Lieutenant General Naderrov, chief of general staff of Tajikistani Armed Forces, attended the meeting and jointly analyzed the regional security situation, the impact of terrorism on the regional security and stability in particular, discussed the future development of the defense security cooperation, and proposed the cooperation measures including strengthening the military cooperation of the SCO member states and jointly combating the "three evil forces" (terrorism, separatism and extremism).

Chen Bingde said in his speech at the meeting that the fields of the SCO defense and security cooperation are gradually expanding and the cooperation is further deepened with the joint efforts of the SCO member states in the past 10-odd years. As a result, positive contributions have been made in jointly responding to various threats and safeguarding regional peace and stability.

Chen Bingde said the SCO's new defense and security cooperation mode, built on the basis of safeguarding common security interests, pursues the open, cooperative and non-aligned principles which are neither closed or exclusive, nor aiming at any third party or posing any threat to the interests of other countries or seeking to establish a military alliance. This model, by using the spirit of cooperation instead of confrontation thinking, and establishing mutual trust and cooperation to pursue security and stability, has broad development prospect.

Chen Bingde added the security situation in Central Asian region is generally stable, but the "three evil forces" are still the practical security threats to the region. Therefore, all of the SCO member states shall deepen their military mutual-trust and enhance their capability of joint operation so as to effectively respond to various security threats.
