Life expectancy of Chinese to reach 74.5 years by 2015: document

BEIJING, June 11 (Xinhua) -- China will work to increase the citizens' average life expectancy so that it will reach 74.5 years by 2015, said the National Human Rights Action Plan of China (2012-2015) released Monday by the Information Office of the State Council.

The government vowed to initially establish a basic medical and health system that covers the entire nation, and improve the medical insurance system, public health service system and medical care system to protect the citizens' right to health.

Efforts will also be made in strengthening the construction of primary-level medical and health care institutions and training bases for general practitioners.

By 2015, China intends to train 150,000 general practitioners through job-transfer training, on-the-job training and standardized training, the document said.

The government will promote equality in the right to basic health services, bring infectious diseases under effective control, and better prevent and treat chronic diseases, the document said.

Measures for the citizens' health rights also included ensuring the safety of drinking water, implementing the Food Safety Law as well as prevention and control of endemic diseases.

Moreover, the government plans to raise the national standards for drugs, improve the drug inspection and control system and ensure the quality and safety of basic drugs, the plan said.

The plan also pledged efforts to protect the public's environmental rights by preventing and controlling heavy metal pollution, strengthening water pollution prevention and reversal efforts, improving air quality, marine ecosystem protection and ecosystem construction.
