Senior leader stresses Hubei's role in central China development

WUHAN, April 21 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), has urged Hubei Province to play a pivotal role in the development of central China, while on an inspection tour of the province from Wednesday to Friday.

Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, instructed the province to pursue sound and efficient economic development, to innovate in social management and to become a "strategic pivot leveraging the rise of central China."

In his visit to an industrial park located in Ezhou city, Zhou said greater efforts should be made to develop industries, so that surplus labor in the countryside could be employed in the vicinity of their homes without having to leave families behind to work in faraway places.

Zhou visited Tongshan village in Ezhou city, where pilot schemes have entitled villagers to additional revenue from rents of their collectively owned lands and bonuses from their land stocks, and given them access to running water, electricity and fuel gas in their homes.

Tongshan is one of China's pilot regions exploring ways to boost rural economy while improving farmers' living conditions amid rapid urbanization.

Zhou said the successful case of Tongshan had shown that only policies favored by the ordinary people could be sustainable.

The senior official also visited community police stations and public service stations in cities of Yichang and Ezhou, where residents can receive social workers' help ranging from applying for allowance to settling neighborhood disputes.

He said the purpose of improving social management is to provide convenience to the people, and disputes should be settled in a timely manner and preferably at grass-roots levels.

Zhou, secretary of the Committee of Political and Legislative Affairs of the CPC Central Committee, also urged local policemen and judicial authorities to safeguard people's lawful rights and interests, to uphold social justice and to maintain social stability.

He said the police and judicial authorities should always bear in mind their duty to be loyal, serve the people, be just and clean.
