YINCHUAN, Oct. 12 (Xinhua) -- Senior leader He Guoqiang has urged northwest China's Ningxia Hui Autonomous Region to improve the livelihoods of its residents, accelerate its economic restructuring and promote ethnic unity and social harmony.

He, head of the Communist Party of China (CPC) Central Commission for Discipline Inspection, made the remarks during an inspection tour of Ningxia that lasted from Oct. 9 to 12.

During his inspection, He visited rural households, local settlers, charity enterprises, chemical manufacturers, a nature reserve and water resource projects in the cities of Zhongwei, Wuzhong and Yinchuan.

He, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, called on local authorities to make steady efforts in relocating local residents living in ecologically fragile areas, ensure basic living standards for settlers and help them to improve their livelihoods after relocation is completed.

He said he hopes authorities in Ningxia will develop local industries, alleviate poverty and promote charitable causes by attracting more investment to the region through policy incentives.

In order to turn its rich resources into economic development, Ningxia should promote economic restructuring and build high-level large coal and coal-to-chemical bases in its central and eastern areas and, construct a thermal power plant with high standard for the nation's east-west electricity transmission project, according to He.

He said the local government should consolidate its efforts to explore natural resources, protect the environment and prevent and control desertification.

As a large number of Ningxia's population are Muslims, he also praised local religious figures during his inspection, commending their contributions to the region's ethnic unity.
