A route map to realize universal nuclear security

On March 27, 2012, Chinese President Hu Jintao made a speech under the title of "Deepen Cooperation to Improve the Level of Nuclear Security" in the Seoul Nuclear Safety Summit, putting forward four proposals in terms of how to improve the nuclear security facing new situations. It is the deepening and extension of the five proposals given by Hu in the 2010 Washington Nuclear Safety Summit and has distinct characteristics. It is the route map to realize universal nuclear security. The international community spoke highly of the important speech and gave full affirmation of the efforts made by China in the field of nuclear security.

The speech proposed scientific and rational nuclear security idea and inspired the confidence of nuclear development. The international community should establish scientific nuclear security idea, increase confidence, face up to the risks of nuclear safety, strengthen nuclear safety and reliability and promote the sustainable development of nuclear safety to benefit people.

The speech appealed to strengthen the capacity building of nuclear security and assume state responsibility. Therefore, we should establish sound nuclear security law and supervision system, strengthen construction of nuclear emergency team and increase investment and personnel training to provide institutional, technological and human resource safeguards.
