Global community needs more efforts enhancing nuclear security

The second session of the Nuclear Security Summit was held in Seoul, South Korea between Mar. 26 and Mar. 27, 2012 and the representatives of 53 countries and four international organizations, including China, South Korea, the United States, Japan, Russia, India, Indonesia, France, the United Nations and the European Union, attended the session to discuss about the global nuclear security governance. The South Korea President Lee Myung-bak said that the aim of the session is to build a "world without nuclear weapons," reducing the global nuclear materials as much as possible and strengthening the management of nuclear substances.

The session was held under a sensitive situation and so was very compelling. Since the incident of nuclear spill occurred in Japan Fukushima in 2011, Japan and other countries more and more call for the anti-nuclear power. The situation on Korean Peninsula becomes complicated and confusing.

With the extensive application of nuclear energy, the risks of proliferation and loss of nuclear materials increase, which also give the terrorists and international criminal organizations an opportunity to obtain nuclear materials and destroy nuclear facilities. In this case, a serious challenge facing the international community is how to further strengthen the safety governance of global nuclear energy, take strict precautions against nuclear terrorism and enhance the security of the global nuclear materials and nuclear facilities. Therefore, the international community should make efforts in three aspects.

First, strengthen international cooperation and strictly precaution against nuclear terrorism. The international community should strengthen legal cooperation to crack down on illegal trafficking and smuggling of nuclear and radioactive materials.
