China, US need healthy, stable military ties

Chinese Vice President Xi Jinping met with U.S. Defense Secretary Leon Panetta, Martin Dempsey, chairman of the Joint Chiefs of Staff, and other senior military officials at the Pentagon on Feb. 14. During the first visit by a top Chinese leader to the Pentagon in nearly 10 years, Xi stressed the positive role of a healthy, stable, and mature military-to-military relationship in promoting China-U.S. relations, and expressed China's sincere aspiration to enhance bilateral military ties.

Xi's visit is a major diplomatic move to implement the consensus reached by top Chinese and U.S. leaders, and to promote bilateral relations in an all-round way from the beginning of the year. This visit is expected to help both sides view their military relations from a strategic and comprehensive perspective, and to ensure their military relations move in the right direction. A healthy, stable, and mature military-to-military relationship, which is crucial to promoting the healthy development of China-U.S. relations, serves the common interests of both countries, and will bring peace and stability to the Asia-Pacific region and to the entire world.

In order to enhance mutual trust, the two countries should have a correct and comprehensive understanding of each other's strategic intentions. China's rise is an opportunity rather than a threat to the United States as it adheres to the path of peaceful development and a defensive national defense policy. China is unwilling and unable to challenge the United States.

In order to strengthen the mutual trust, the common interests of the two sides must be strengthened and expanded. Currently, the common interests of Chinese and U.S. armed forces in non-traditional security areas including anti-terrorism, non-proliferation, anti-pirate and humanitarian aid are increasing gradually, and Chinese and U.S. armed forces are also having more points of common interests in safeguarding regional peace and stability and dealing with hot international issues.
