What does Clinton's 'Pacific Century' mean?

U.S. Secretary of State Hillary Clinton recently published an article titled "America's Pacific Century" in the November issue of Foreign Policy magazine. As its title suggests, the principal purpose of this article is to make it clear to the world, especially the Asia-Pacific region, that the United States has shifted its strategic focus eastward and will continue its leadership in the Asia-Pacific region.

U.S. causing trouble everywhere

"Asia's remarkable economic growth over the past decade and its potential for continued growth in the future depend on the security and stability that has long been guaranteed by the U.S. military," Clinton wrote in the article.

That is far from the truth, and the people and governments of the Asia-Pacific countries must find it hard to agree. To put it bluntly, the United States is still stuck in the traditional mindset of hegemony and is actively shaping public opinion for its continued stay and leadership in the Asia-Pacific region. As the balance of power in the region continues to undergo historic changes, the United States is becoming less confident about maintaining its leadership.

In fact, neither China nor other Asian countries have any intention of "driving the United States away" or "taking away its global leadership." However, the Asia-Pacific region belongs to all people of the region, and it is impossible that a top U.S. official who uses the term "diplomacy" everywhere does not understand this. Even if there were really a "Pacific Century," it would be the "Pacific Century" of all Asia-Pacific countries.

Cooperation should be mutually beneficial

Furthermore, Clinton has also talked much about China-U.S. relations in the article. It could be said that Clinton’s views and those of the U.S. government about China and China-U.S. relations have considerably improved. Although the views are not completely "based on facts," they are rather pragmatic.

Clinton has admitted that in terms of the economic sector, the United States and China must closely cooperate with each other to ensure strong, dynamic and balanced development of the world in the future. She also said that the United States has effectively worked with China through the G20 to save the world from the verge of collapse and "we have to build on that cooperation."

However, it was groundless for her to claim that U.S. firms want "fair opportunities" to export to China's growing market and urge China to end "unfair discrimination" against U.S. companies or against their innovative technologies. It is simply the United States that is embracing protectionism and has discriminated and hindered Chinese firms from investing in the country under the cover of "national security."

The United States has played up the RMB exchange rate and trade deficit issues on the one hand and has restricted high-tech exports to China in many ways on the other hand. Does China need only soybeans and corn from the United States? The economic win-win cooperation must be two-way and "sanctions" will not always remain unilateral.

The late U.S. diplomat George F. Kennan once said that the world would never accept a single leadership center. What people need is the democratization international relations as well as equality and win-win cooperation. It is hoped that Clinton and U.S. leaders further adapt to the transition of the times and are actually aware that the Pacific should be the ocean of the people living within and around the Pacific and will never become a "monopolized ocean" of the United States.

This is nothing more than the drunken swagger of an old "has-been". The U.S. is now in perpetual decline and obvious denial about its situation. The U.S. is systemically corrupt. It no longer produces anything, it lives beyond its means and it wastes more than the rest of the world produces. The U.S. is pathetic and it shows. And the rest of the world is waking up to it. The U.S. is now doing all possible things to divert the attention of the American people. The internal problems and adverse predicament of the U.S. can not be solved within at least 5 years.Thus, prolonged unresolved social problems will consequently erupted as social unrest and turmoils.
