Investigators: Compensate fishermen for Penglai spill

On Aug. 22, the reporter has learned at the scene of the Penglai 19-3 oil spill accident from the joint investigation group that the accident site is still covered by some oil film, and oil slicks are emerging to the surface. The joint investigation group emphasized that compensation should be paid to the affected fishermen.

ConocoPhillips China, Inc. admitted yesterday that 10 oil leakage points were discovered on the seabed 15 meters to the north of Penglai 19-3 oilfield.

Liu Cigui, leader of the accident joint investigation group and director of the State Oceanic Administration of China, pointed out at the scene that this accident has seriously affected the ecological environment of Bohai Bay.

In terms of ecological compensation, attention should be paid to safeguarding the legal rights of the fishermen and the national ecological benefit. Related departments should make use of existing laws and regulations to assist local governments in reducing losses to fishermen and aquaculture households.

"The interests of fishermen and aquaculture households should neither be ignored nor be simply responded to," Liu said. "Damage caused by the oil spill should be compensated and explanations and assistance should be given to the fishermen and aquaculture households in case of other damages not related to the oil spill."

The main tasks of the Penglai 19-3 oil spill accident investigation group are to comprehensively investigate and evaluate the influence and loss caused by the accident, to propose punishment suggestions for responsible persons of the accident, to summarize experiences and lessons, and to put forward preventive and corrective measures as well as to submit an accident investigation report to the State Council within the prescribed time.

The investigation group said that in the next step they will strengthen the survey and the assessment of the accident as well as objectively and comprehensively analyze and identify the damages to the fishermen and the aquaculture households, which will make clear the cause of losses, and they will compensate for any claims according to the law.
