Biggest Foreign Investment Nationwide

On September 12, the biggest foreign investment project in the field of high and new technology was initiated at Xi’an High-Tech Industries Development Zone. 7 billion US dollars were invested into the first phase by Samsung Electronics (China) Semiconductor Co., Ltd to sponsor its high-end storage chip project.

Li Keqiang, member of the Standing Committee of the Politburo of the CPC Central Committee and Vice Premier of the State Council, gave important instructions. Zhao Leji, Secretary of Shaanxi provincial Party Committee and Chairman of Provincial People's Congress Standing Committee announced the initiation of the construction work. Vice Secretary and Governor of Shaanxi province Zhao Zhengyong, Korean Embassy in China Lee Kyu-Hyung, first Undersecretary of the Korean Ministry of Knowledge Economy Yoon Sang-Jick, CEO and Vice Chairman of Samsung Electronics Kwon Oh-hyun gave their speeches respectively. Lou Qinjian, member of the Provincial Standing Committee and Executive Vice Governor, announced the important instructions from Vice Premier Li Keqiang. The ceremony was hosted by Dong Jun, Deputy Secretary and Mayor of Xi’an.

Chairman of the CPPCC Provincial Committee Ma Zhongping, Vice Minister of the Ministry of Industry and Information Technology Shang Bing, Deputy Director of the General Administration of Customs Sun Yibiao, then Vice Minister of Commerce Sun Guangxiang, Deputy Secretary of the Provincial Party Committee Sun Qingyun, member of the Provincial Standing Committee and Secretary of Xi'an Municipal Party Committee Wei Minzhou, member of the Provincial Standing Committee and Provincial Secretary-General Liu Xiaoyan, Chairman of Xi'an Municipal People's Congress Standing Committee Chen Baogen and others attended the ceremony.

First, on behalf of Shaanxi Provincial Party Committee and Shaanxi Provincial Government, Zhao Yongzheng expressed his sincere congratulations to the opening of Samsung’s electronic storage chip project. He said, “At the threshold of the 20th year of the China-Korea diplomatic relations, the project has provided new opportunities for and pumped new energy into Shaanxi and Korea for further communication and cooperation. The project is also very significant for the development of the western regions of China, the promotion of industrial restructuring and the advancement of our opening up levels. Vice Premier Li Keqiang’s important instructions are a big encouragement for us. We must follow the requirements of our Party leaders to speed up the pace of industrial transformation and upgrade and try our best to support the project in all aspects. We hope that Samsung Electronics will make full use of their advantages to expedite the construction work and make sure that the project will be in full swing by the end of next year according to the plan. It is our expectation that through this Samsung project there will be more communication between excellent Korean enterprises and those of Shaanxi, so as to make achievements in wider ranges, more areas and on deeper levels. It is also our expectation that investors around the world will see Shaanxi’s great potential for development, make investments, start business here, and we will jointly bring about more glory.”
