Rebuilding Shanty Towns in Liaoning

“CASS Forum (Economics 2012): the 10th international forum of urban competitiveness” hosted by CASS and jointly organized by both National Academy of economic Strategy, CASS and center for city and competitiveness of CASS , was held on April 27-28, 2012 in Beijing.

The forum published research report of “Probe into the Development Mode of Low-income Settlements in the Urbanization Process - The Experience of Shanty Towns Reconstruction in Liaoning, China” in both English and Chinese,which is pursued with Director of Center for City and Competitiveness, Chinese Academy of Social Sciences, Ni Pengfei and Director of the Global Monitoring and Research Division of UN-HABITAT, Banji Oyelaran-Oyeyinka.

This report,using the assessment methods of project success used in World Bank,assesses the performance of shantytowns in Liaoning and draws conclusion from two aspects of the subject and content.

Rebuilding shanty towns in Liaoning creating world wonder

Liaoning Province first began to explore means and methods to rebuild the city and the state-owned industrial and mining shanty towns in large scale at the beginning of 2005 in Chinese mainland.

In the aspect of scale, the total area of concentrated continuous shanty towns, which covers 10,000 square meters, is 29,100,000 square meters. Besides, the total area of newly built complete sets housing areas is 44,000,000 square meters.

In the aspect of time, most communities involved in the rebuilding completed relocation and settlement in two years.

In the aspect of population, the rebuilding involved 706,000 residents solved the housing problem for 2,110,000 residents.

In the aspect of complete proportion, all cities almost completed their tasks of rebuilding shanty towns and more than 90% of the project has been completed. In the aspect of investment efficiency, the input-output ratio goes far below the average level in the market.

In the aspect of satisfaction, a survey shows the satisfactions of the improvement in housing condition, supporting facilities, recreation life and mental attitude are very high.

With characteristics of large scale, short time, large population, high proportion of completion, high return rate and satisfaction, the number of reconstruction areas in Liaoning Province is almost twice as the average number per year required by UN’s millennium development goals, which will be an immense achievement in any country or region.
