New capital rules for banks

China's commercial banks will be subject to new rules on capital requirements from January 1, 2013, the State Council said yesterday.

The new rules were originally expected to be implemented in January this year but have been postponed and revised to be less stringent in order to reduce banks' refinancing pressure.

Large banks will be subject to a minimum capital adequacy ratio (CAR) of 11.5 percent and smaller banks to a CAR of 10.5 percent, which is consistent with current rules.

Tax cuts for green cars

China has announced a second wave of tax cuts for clean-energy cars, specifying 64 new energy-saving vehicles covered by the scheme.

The government has decided to halve vehicle taxes for buyers in these cases, in a bid to boost slow sales of green cars in the country. The fees for users of seven types of electric automobiles will be removed.
