Wires crossed

The National Development and Reform Commission (NDRC) confirmed earlier this month that it was investigating China Telecom and China Unicom over suspected monopolistic practices in the broadband market.

A November 9 CCTV report said the two telecom giants had been accused by the NDRC of abusing their dominant position by using price discrimination to obstruct the development of rival firms. The two companies allegedly charge their competitors higher fees for broadband access while offering lower prices to non-competitors.

The two companies have denied the accusations, and some have suggested it's merely a case of in-fighting among government ministries who are battling for control of the lucrative broadband market.

It's the first time the NDRC has launched an investigation into a State-owned company since China's anti-trust law was implemented three years ago. If they are found guilty, the companies will face potential penalties of several billion yuan.
