Obama bars mass atrocity perpetrators from entering U.S.

U.S. President Barack Obama on Thursday strengthened the administration's ability to stop mass atrocities such as genocide by barring perpetrators of war crimes from entering the United States.

In a proclamation, Obama denies entry into the United States violators of international humanitarian law and international criminal law, such as perpetrators of war crimes and crimes against humanity.

It covers participants in serious human rights violations, such as prolonged arbitrary detention, forced disappearances, slavery, and forced labor, as well as participants in widespread or systematic violence against civilians based on ethnicity or other grounds. The measures also include those who are complicit in organizing these abuses - not just those who carry them out.

Obama noted that 66 years after the Holocaust and 17 years after the genocide in Rwanda, the United States lacked a " comprehensive policy framework" for stopping large-scale atrocities. He has directed the administration to study a range of economic, diplomatic and other actions that can be taken in such cases, establishing an interagency Atrocities Prevention Board aimed at detecting and elevating early warning signs to better prevent potential atrocities.
