Japan to announce Fukushima alert level upgrades at 4:00 p.m.

TOKYO, Aug. 28 -- Japan's Nuclear Regulation Authority will announce the upgrading of toxic water leak severity at the Fukushima plant to level 3 at 4:00 p.m. local time, the public affairs division of the organization told Xinhua.

But they did not give immediate reply to Xinhua's questions about the specific reason and background of their latest decision, which is expected to be disclosed in the afternoon.
