YANGON, Dec. 26 (Xinhua) -- Myanmar President U Thein Sein Wednesday proposed the third step of a series of strategic reforms, dealing with the administrative sector in a bid to promote national development, according to Thein Sein's address to government department officials broadcast alive by the state TV.

Speaking to the officials, Thein Sein recalled that over the past one year and nine months, the government carried out a political reform and worked for national reconciliation as the first step of the reforms, making achievements to some extent.

As the second step of the reforms, he said, the government launched an economic reform. It promulgated a new Foreign Investment Law and endeavored for the building of special economic zones and industrial zones.

As the third step of the reforms now, there is important need for an administrative reform, he emphasized.

He said some government officials ignored the voice of the people, not taking enough transparency and timely and effective action on matters presented by the people, and corruption is in existence.

On account of these weak points, he called for the reform in administrative sector.
