More than 600 million Indians were affected Tuesday after a massive blackout hit the country for the second day in a row. The power supply has been restored to full capacity on Wednesday. India's ruling Congress party says the power grid failure is due to some states drawing more power than their entitled quota. (Photo/Xinhua)
