Ministry: 2009 plan for low-income housing to be completed within this year

Qiu Baoxing, deputy minister of China's Ministry of Housing and Urban-Rural Development, stated on October 29 that the investment on low-income housing would increase more than 5 times over previous years. Meanwhile, the low-income housing construction plan issued at the beginning of this year was to be completed within 2009, Qiu said.

"The plan can be completed within 2009, because the progress is very fast." Qiu expressed.

Before that, thematic research groups of China's National People's Congress (NPC) Standing Committee pointed out in the research proposal that the low-income housing construction plan issued by the government need the overall input of 167.6 billion yuan. Amid which the central government contributed 49.3 billion yuan, accounting for 29.4 percent; the local governments input 118.3 billion yuan, taking up by 70.6 percent. By the end of August, the construction of low-income housing had completed an investment of 39.49 billion yuan indicating a 23.6 percent completion rate. In some places, due to the unavailability of matching funds and lack of land acquisition, demolition and other preparatory works it might be difficult to accomplish construction projects of this year.

In addition, he added, "an investment of 200 billion yuan is planned to be invested to improve the urban pipeline network construction."
