On June 25, 2007, General Secretary Hu Jintao stressed, in an important speech at the Central Party School, that we must “unswervingly encourage, support and guide the development of a "non-public economy," and endeavor to form a new pattern in which economic sectors of varied ownership can compete on equal footing and promote one other.

By the end of June 2007, China had 187,000 up-scale non-public enterprises, of which 164,000 had Party committee. The number of Party members in non-public enterprises nationwide reached 2.8 million; and that in individual industrial and commercial businesses was 810,000.
