China to complete five-year energy plan by end of March

The formulation of the energy development plan for the 12th Five-Year Plan period, led by the National Energy Administration (NEA), will be completed by the end of March as scheduled, NEA Deputy Minister Qian Zhimin said in an exclusive interview with China Securities Journal.

Qian said that as one of the 17 major plans that will be formulated in accordance with the outlines of the 12th Five-Year Plan, the energy development plan will include special plans for oil, natural gas, power and the new-energy sectors. The key feature of the energy development plan will echo the "economic structure transformation" goal set in the outlines of the 12th Five-Year Plan and focus on adjusting energy structure.

Qian said that according to the principles in formulating the plan, domestic energy enterprises should seize the dominant positions of key technologies and various industrious sectors, and the industry should accelerate the adjustment and improvement of the energy structure, nurture the new-energy industry, and further its efforts to meet the target of increasing the proportion of China's non-fossil energy consumption to the total energy consumption to 15 percent by 2020.

The industry should also attempt to enhance the innovative capacity in terms of energy technologies, continue to deepen the "go abroad" strategy and further advance the international energy cooperation.

He said that the energy development plan will cover the content of wind energy, solar energy, biomass energy, clean coal utilization, coalbed methane, gas hydrate, nuclear energy, intelligent power grid and new vehicle fuels.

According to Qian, apart from the energy development plan and the special plans for each energy sector, the NEA is also compiling the energy technology plan for the 12th Five-Year Plan period. Compared with the special plans for each energy sector, the energy technology plan will also include all of the technological content related to the energy industry and have a wider coverage of energy technology.

Industry insiders believe that adjusting the energy structure will be favorable to the development of the new-energy industry, and the industry will experience high-speed development during the 12th Five-Year Plan period. Following the decline in the proportion of coal consumption to total energy consumption, the traditional coal and thermal power industry will enter into a period of stable development.
