China's State Administration of Radio Film and Television (SARFT) has officially issued the first license of handset-TV to Shanghai Media Group (SMG) recently, indicating SMG's success of being domestically first of gaining the required full qualifications to run hand-set TV service within nationwide outreach.

This also means that a great number of audiences are soon able to enjoy the live broadcast feasts, at all times and all places, once they own the 3 G handset TV.

Statistics from the operators show that in 2010 the number of 3G clients in China already hit 40 million however the market penetration rates accounts only 10 percent, still leaving the greater potential to dig.

2011 would become the crucial milestone year for 3G handset-TV's value increment, said the vice general manager of China Mobile’s Shanghai chapter. The market size of handset video-service would possibly exceed 10 billion US dollar by 2013, he also predicted.

As China has entered its age of tri-networks integration (integration of telecom, radio and TV, and Internet networks), SARFT is promoting a "double-up" management standard – only those who get both Content Service Platform(CSP) and the national integrated broadcasting control platform are "fully qualified", and are therefore permitted a nationwide outreach of the tri-networks clients.

So far the SMG has achieved the upgrade with the locally most comprehensive new-media industrial distribution. Before this it has gained rich experience in digital TV and IPTV.
