File photo taken on Dec. 1, 2009 shows the building of the Legislative Council (LegCo) in Hong Kong, south China. The Legislative Council will move into a modern complex in downtown Hong Kong in October from its colonial-era building, which was put in use in 1912. The building will be taken over by the Court of Final Appeal. (Xinhua/Chen Duo)
