Photo taken on Jan. 25, 2011 shows the Tamar Development Project, which will house the Legislative Council and government departments once completed, in Hong Kong, south China. The Legislative Council will move into a modern complex in downtown Hong Kong in October from its colonial-era building, which was put in use in 1912. The building will be taken over by the Court of Final Appeal. (Xinhua)
