Although the plan of "Big Xi'an" is still being formed, Li Xiaojiang, the president of the China Academy of Urban Planning and Design and also a member of Big Xi'an program, revealed that the basic scheme of the program is to build Xi'an into an "international cultural metropolis" on Feb. 13, according to a report by the Xi'an Evening Post.

Big Xi'an has been divided into three sessions, 2011 to 2015, 2016 to 2020 and 2021 to 2030, and the whole area is going to occupy about 14,000 square kilometers, which includes all of Xi'an city, four districts of Xianyang city and Fuping county of Weinan city.

Li Xiaojiang suggests that the integrated development of Xi'an and Xianyang should be the focus of its first session, and the construction of a second international airport in Xi'an should be in the plan.

He also suggests introducing influential global cultural events and activities and building a regional historical cultural relics system in the city for its cultural industry's development.

Regarding the livable environment of Xi'an, Li proposed a three-grade green streets system along "region-city-social community" combining Xi'an's scenic spots, rivers, mountains, heritage sites and roads. Finally, the city is going to form an experienced network that gathers eco-environment, culture and entertainment for citizens.

Basic scheme: to be an "international cultural metropolis"

Li said Xi'an should play a much more important role in the second decade of China's Western Development, and Xi'an should be a leading city for the development of China's hinterland and also lead the development of Northwest region.

Therefore, to build Xi'an as an international city and cultural capital became the basic scheme of "Big Xi'an" program on the basic of its own characteristics.

Core mission: return to the center of world stage

According to the trend of future development in the, the competition between civilizations will involve politics, economics as well as culture in the next 30 years.

Xi'an, as one cradle of Chinese civilization, is a representative of Chinese culture and China's first international city back in the Tang dynasty. Its core goal is to return to the center of the global stage, Li said.
