Beijing residents may contact police with silent emergency calls

Beijing residents may contact the police in a voiceless manner by repeatedly dialing the 110 emergency number in case of emergencies where it may be inconvenient to make voice phone calls, and the police will manage to contact the caller or locate the caller's position through cooperation with telecommunications departments, the Beijing Municipal Public Security Bureau said during the "110 Police Services Open Day" activity on the morning of Oct. 31.

Contacting the police through short messages has not been popularized

Twenty residents from all walks of life visited the 110 Command Center on the morning of Oct. 31. During the exchanges, police officers introduced Beijing's 110 service command system and their responses to emergency calls.

A resident raised a question on whether they can contact the police using SMS in case of emergencies where it is inconvenient to make phone calls. In response, Zhang Lin, deputy director of the Command and Coordination Office of the Patrol Command Center under the Beijing Municipal Public Security Bureau, said they cannot ensure that every police short message can reach the recipient on time because of technical difficulties.

A long delay may not only affect the police's ability to solve a case, but also bring about immeasurable losses and harm to the callers. Therefore, using SMS to access 110 police services has not been popularized in Beijing so far, and is just under trial operations for some units.

The police received 5.3 million 110 calls in first nine months of 2010

"Callers may contact the police by repeatedly dialing the 110 emergence number in case of emergencies where they are unable to make voice phone calls," said Zhang. Having made a voiceless phone call, the caller should immediately hang up or cough several times before hanging up the phone.

The police will then manage to contact the caller or locate the caller's position through cooperation with telecommunications departments before dispatching police officers to offer assistance.

It is known that the 110 emergency police service station has already developed into a modern emergency police service center that is in charge of patrol management, command and coordination and information analysis. The police received 5.3 million 110 emergency calls and provided more than 2.1 million residents with assistance in the first nine months of 2010.

An officer from the patrol command center said this was the third open day activity conducted by the command center.
