For China's high-speed train project, 25 national first-class key universities, 11 first-class research institutes and 51 national-level laboratories and research centers participated in the research and development, and 63 academicians, over 500 professors, over 200 researchers and over 10,000 technicians participated in the research, development and production.

The Beijing-Shanghai High-Speed Railway Feasibility Report approved the total investment of 220.9 billion yuan, and the final actual budgetary estimate is still being calculated. Wang Yongping, spokesman for the Ministry of Railway of China said that the Beijing-Shanghai High-Speed Railway will need a long period for the return on investment, like other important national infrastructure projects.

"The ticket prices of the high-speed railway must be set according to the people's consumption ability and China's economic and social development level. Breaking even or having a little profit is the orientation of the high-speed railway's return on the investment," Wang said.

Wang said that the ticket prices of the Beijing-Shanghai High-Speed Railway range from 410 to 1,750 yuan, and 141.5 pairs of normal trains have also been kept for the old Beijing-Shanghai Railway, of which the lowest full-course hard-seat ticket price is only 158 yuan.

The launching of high-speed railways can not only spare space for the freight transportation of the old railways but also reduce social logistic costs.

"For all kinds of social freight transportation, if the proportion of railway freight transportation rises 1 percentage point, 2.1 billion yuan of social logistic cost will be saved," said Yu Bangli, General Economist from the MOR.

"With the high-speed railway, the investment will increase, the service industry will flourish, energy consumption will decrease, and a profit of hundreds of millions of yuan will be generated. This profit will not directly appear on the income statement of the high-speed railway. However, after the Beijing-Shanghai High-Speed Railway is put into operation, all these effects will appear," said Ji Jialun, Secretary of Transportation Committee under China Railway Society and Professor of School of Traffic and Transportation under Beijing Jiaotong University.
