New starting point for China-Russia relations

The second decade of the 21st century is a crucial period for the establishment of a new world order in the post-Cold War era. As the current world is undergoing major changes and adjustments, the China-Russia strategic cooperative partnership will not only serve the strategic interests of the two countries but also promote regional and world peace and development.

Chinese President Hu Jintao arrived in Moscow on June 15 for a state visit to Russia. He will also attend the 15th St. Petersburg International Economic Forum during the visit. His visit coincides with the 15th anniversary of the establishment of the China-Russia strategic cooperative partnership and the 10th anniversary of the signing of their good neighborliness and friendly cooperation treaty. During Hu's visit, the leaders of the two countries talked about the history of China-Russia relations and made strategic plans for the future development of bilateral relations.

As major world powers and each other's largest neighbor, China and Russia have exerted a profound influence on each other’s foreign policy, security, stability, and development. The history of China-Russia relations has proved that the two countries should be friends rather than enemies because cooperation can benefit both sides, while confrontation can only harm each other.

In 2001, China and Russia signed the "Treaty of Good-Neighborliness and Friendly Cooperation between China and Russia." China-Russia relations have maintained a comprehensive, healthy and rapid development momentum and reached an unprecedented high level over the past 10 years after the signing of the agreement. The two countries have thoroughly solved border issues rooted in history, provided each other with firm support in fields such as sovereignty, security and development interests, and maintained growing mutual trust. Furthermore, the two countries have established a comprehensive high-level communication mechanism and the leaders of the two countries have made frequent exchange visits and meetings.

The pragmatic cooperation between the two countries in fields such as the economy, trade, energy and technology have produced substantial results, brought the people in the two countries pragmatic benefits and played positive roles in advancing the development of the two countries. China and Russia have conducted large-scale exchange activities such as the "Year of Russia," the "Year of China" and the "Year of Language." The robust development of cultural cooperation has enhanced mutual understanding and deepened the friendship between the peoples of the two countries.

China and Russia both are major emerging countries and is each other's strategic partner. The economic and trade cooperation between the two countries has a bright prospect and great potential. The bilateral trade value reached up to 60 billion U.S. dollars in 2010. China has become Russia's largest trade partner and the two countries have considerably accelerated the pace of mutual investments and economic and technological cooperation. Border and regional cooperation between China and Russia is booming.

In November 2010, Russian President Dmitry Medvedev proposed a target of 100 billion U.S. dollars for bilateral trade over the next three to five years. The current development momentum shows possibility for achieving this target.

The two countries signed the "Joint statement on the International Situation and Major International Issues" and the "Joint Statement on the 10th Anniversary of the 'Treaty of Good-Neighborliness and Friendly Cooperation between China and Russia'" during President Hu's visit in Russia. The two sides also signed several cooperation documents in fields such as energy and finance. It can be said that China-Russia relations are at a new historical starting point when a new international order is urgently forming.

The second decade of the 21st century is a critical period for China’s peaceful development and also an important stage for Russia's national rejuvenation and re-emergence. Both countries have put their focuses of national development strategies inside. Therefore, consolidating the good-neighborly friendship and promoting strategic cooperation are the common demand of the two countries to maintain their national security and promote their domestic economic development. China and Russia can achieve their revitalization and rise only through further using their complementary economies and developing common strategies for common development.

In the future, China and Russia will vigorously promote the concept of lasting peace and friendship from generation to generation and firmly commit to deepening their strategic and cooperative partnership to make joint efforts for sustainable development, the overall revitalization of the two countries, the well-being of the people and make new contributions to safeguard world and regional peace, security and stability.
