Firmly safeguard Party's political discipline

The Party's political discipline, as the most important discipline of the Party, is essential for safeguarding the Party's political principles, political orientation and political lines as well as regulating political speech, political actions and the political stance of Party organizations and members. It is also the basis of all the Party's disciplines.

The Party Central Committee has attached great importance to the work of safeguarding the Party's political discipline over the years. Since the 17th Congress of the CPC, President Hu Jintao repeatedly stressed the Party's political discipline problem during the Plenary Session of the Central Commission for Discipline Inspections and required Party organizations at all levels and all Party members to conscientiously comply with the Party's political discipline, adhere to the Party's basic line, firmly safeguard the Party's centralization and unification and not question the authority of the Party Central Committee so that all the committee’s decisions are implemented without failure. President Hu Jintao also proposed the "Six never-allows" requirements for Party members and cadres.

Party organizations at all levels and the vast majority of Party members and cadres have strictly complied with the Party's political discipline in accordance with the requirements of the Party Central Committee, and conscientiously implemented the Party's line, principles and policies. Discipline inspection organs at all levels have effectively carried out the responsibilities entrusted in them by the Party Constitution. They have strengthened supervision and inspection on the implementation of the Party's political discipline, and seriously dealt with a number of Party members and cadres who violated the political discipline. In particular, they have severely penalized Party members and cadres who were involved in ethnic separatism and illegal religious activities, participated in illegal organizations, fabricated rumors to demonize the Party and national image and spread reactionary speech in accordance with the law and the Party discipline. These measures have effectively safeguarded the Party's unity and provided a strong guarantee for the promotion of social harmony and stability as well as economic and social development.

However, it should also be pointed out that safeguarding the Party's political discipline is a serious political campaign. Certain Party members and cadres are not aware of the importance of observing party discipline and thus violate the political discipline from time to time. A tiny minority of Party members and cadres make irresponsible remarks on major political topics involving the Party's basic theory, guidelines and governing experience. Certain cadres pay lip service to the central polices and directives, make decisions based on hearsay and guesswork as well as fabricate and spread political rumors. Their violations of the Party's political discipline have somewhat tarnished the image of the Party and the state, and exerted baneful influence over the masses and Party members.

The 12th Five-Year Plan period (2011-2015) is a crucial period for China's reform and opening-up and the socialist modernization drive. The Party needs to tighten discipline in order to unite and lead the Chinese people of all ethnic groups in promoting socialism with Chinese characteristics and achieving the great rejuvenation of the Chinese nation. Party organizations and members at all levels should maintain high political alertness and be fully aware of the utmost importance and necessity of strictly and actively observing the Party's political discipline. In addition, they should safeguard the authority of the central government and the unity of the party so as to ensure the smooth and effective implementation of government policies and to realize the Party's goals.

The awareness of observing political discipline should be further enhanced. The CPC constitution specifies that Party members must consciously abide by the party discipline and promote the unity and solidarity of the Party. CPC General Secretary Hu Jintao noted that all Party members should observe party discipline, especially political discipline.

Party organizations at all levels should organize Party members to carefully study the basic theory, line, program and experience of the Party and continuously improve the consciousness of the Party, tenet, governance and responsibility, raise political sensitivity and discernment, strengthen political stance as well as unswervingly uphold the leadership of the Party, march along the road of socialism with Chinese characteristics, adhere to the Party's basic line and consciously maintain a high degree of unity with the Party Central Committee in terms of ideology, politics and actions.

Party organizations and members must firmly safeguard the solemnity of the political discipline. Party members must consciously submit to the Party's binding political discipline and are never allowed to popularize opinions among ordinary people that are against the Party's theory, line and polices or express opinions that are against the decisions of the Party Central Committee. They must not covertly oppose the decisions of the Party Central Committee, make up political rumors, popularize opinions that tarnish the image of the Party and the country, disclose secrets of the Party and the country by any means or participate in any illegal organization or activity. Any Party member, no matter how high their reputation and position are within the Party, will be subject to serious criticism, education and disciplinary punishment if they violate the Party's political discipline. If their activities result in serious consequences, they will surely be punished according to the law.

Party organizations and members should practically perform their duty of maintaining the political discipline. Various levels of Party committees should consciously assume the responsibility of maintaining the Party's political discipline and step up the leadership in maintaining the Party's political discipline. Discipline inspection organs at various levels should strengthen the supervision and inspection on the implementation of the Party’s political discipline, establish and improve a discipline guarantee mechanism for the implementation of major decisions of the Party Central Committee and firmly correct related misconduct. Every Party member and leading cadre, particularly principal leaders at each region or department, should consciously set an example and proactively maintain the political discipline and also comply with principles, firmly fight any violation of the political discipline and firmly safeguard the seriousness and authority of the discipline.
