China's bright blueprint starts to portray

The National People's Congress (NPC), China's top legislature, has concluded its annual meeting, and Wu Bangguo, chairman of the NPC Standing Committee, presided over the closing ceremony on Monday.

Each applause gives expressions to public opinions, and each voting touches the heartthrob of million upon million of Chinese, who came to know that their happy life is ahead for themselves to create as the 12th Five-Year Plan (2011-2015) adopted at the fourth session of the 11th NPC indicates the nation's upcoming development upon the conclusion of the annual NPC session.

On Monday, 2,882 NPC deputies completed their glorious, dignified mission by pushing down their voting equipment and passing Chinese Premier Wen Jiabao's Report on the Work of the Government, the 12th Five-Year Plan program, the plan report, the budget report, the Report on the Work of the NPC Standing Committee given by Wu Bangguo, the reports of the Supreme People's Court and the Supreme People's Procuratoriate.

Due to joint efforts of all deputies to the 4th Session of the 11th NPC, the annual NPC session has completed each of its tasks as scheduled, carried forward democracy, handled matters in strict accordance with law, further unified the thinking, clarified missions and aroused the zeal or zest for working, and the meeting is truly democratic, unified, striving for realism and forging ahead courageously... This vivid summary by Wu Bangguo has voiced the common will or aspiration of NPC deputies.

The word "happiness" flashes time and again in legislation bills, speeches, panel discussions and keynote addresses, and the primary purpose is to comply with the new anticipation of getting better livelihoods for the people of all ethnicities in China, regardless of the transformation of economic growth pattern and the systems of laws with Chinese features, or of the enhancement and innovation of social governance or management.

To enable people to live better, it is imperative to hasten the transfer of the economic growth pattern, With the transformation of economic growth pattern and the upgrading of economic operation rapidly, can people's income have a better safeguard," said Vice-Mayor Zheng Riqiang of Zhanjiang city, south China's Guangdong province. During the session, the NPC deputies spoke highly of the immense achievements made in social and economic development in the 11th Five-Year Plan period (2006-2010) and agreed that the 12th Five-Year Plan represents an important document guiding China's social and economic development for the years ahead, Wu acknowledged.

The new plan should be meticulously studied and implemented fully to achieve remarkable progress in boosting scientific development and substantial progress in transforming the economic growth patter. "Upon my return, we should not only ensure the vitality and continuity of economic growth, but also enable local people to live happily and more dignified and reap the win-win outcomes for local people's livelihood and economic development.

Both the government work report and the 12th Five-Year Plan have elaborated the in-depth enhancement and innovation of social governance and I personally feel the load get heavier on my shoulders," noted Song Guilun, Secretary of the Social Affairs Committee and the CPC Beijing Municipal Committee. "It is the most direct, immediate and most realistic benefit issue to strengthen and innovate social governance and urge governments at all levels to improve the people's livelihood and consummate with the services as the guidance, so as to enable people to live a happier and more dignified life, and society will turn fairer and more harmonious.

"Per-head income in our village has reached 15,000 yuan (about 2,200 US dollars) a year, and it is indeed real difficult to increase their average income, but we still have confidence in doing so," said Mao Fengmei of the Dayali (big pear) Village Industry Corporation, So long as they keep in line with the requirements set in the 12th Five-Year Plan, and press ahead with the development step by step, would villagers live a better life.

"We will continue to pay attention to the green eco-tourism project - a village-run industry, so that local farmers will get employed and are able to increase their household income," Mao said.
