On expanding impetus of scientific progress to mighty joint force

The National Committee of the Chinese People's Political Consultative Conference (CPPCC), the top advisory body, begins its annual session later Thursday, March 3rd, and more 2,000 members of the CPPCC National Committee are now hearing a report on the work of the National Committee delivered by Jia Qinglin, Chairman of the CPPCC National Committee.

The "People's Daily", China's leading and most influential national newspaper, front-pages on the upper right side an editorial Thursday to mark the function, and it calls upon the top political advisory body to contribute more to the nation's stability and harmony, and push forward economic restructuring.

Entitled "Expanding Impetus of Scientific Progress to Mighty Joint Force", the PD editorial says the CPPCC should fully carry out its function of political consultation, democratic supervision and participation in the discussion and management of state affairs this year. And its excerpts read as follows:

In this hopeful spring, members of the CPPCC National Committee from various parties, people's organizations, ethnic groups and various walks of life have come to the Chinese capital Beijing to discuss issues of national importance. And the editorial notes that members to the Fourth Plenary Session of the 11th CPPCC National Committee take on the historical mission of "inheriting the past and forging into the future" at the earnest request of million upon million of Chinese people.

The PD editorial hails the Central Committee of the Communist Party of China (CPC) with Hu Jintao as the general secretary for having got several good, joyous events done and disposed of a number of urgent, difficult issues and made significant progress in attaining new, remarkable attainments with various Party and state undertakings.

Owing to joint efforts of people across China, various objectives and tasks defined by the "11th Five-Year Plan (2006-2010) have been fulfilled, with new historical changes having brought to the national outlook and a crucial basis laid for the all-round accomplishment of a better-off society.

In the past year, added the editorial, the CPPCC, hosting high the great banners of patriotism and socialism with Chinese characteristics, has performed the function by centering on the two major themes of unity and democracy and played a great role in coordinating various relationships, concentrating all kinds of forces and offering sound advices or suggestions to the service of overall situation, and has written down a new chapter in the course of CPPCC development.

Also in the past year, members of the CPPCC National Committee offered good ideas in mapping out the 12th Five-Year Plan (2011-2015) or suggestions to maintain the steady, fast economic growth and positively promoting social development, and innovations regarding the education, health work, food security, the providence of affordable housing, and with regard to other livelihoods issues.

Moreover, these CPPCC National Committee members have worked very hard to implement the national religious policy assiduously and earnestly, to promote the ethnic unity and harmony. They had also striven to contact or engage the Hong Kong, Macao and Taiwan compatriots and reinforce unity with them, impel the public diplomacy, expand overseas exchanges and create a good external environment for the great rejuvenation of the Chinese nation.

Furthermore, according to the editorial, the year 2010 was an extraordinary year because China has accomplished all its arduous tasks for the year amid an impact of the global financial crisis and great, volatile changes in domestic and world environment.

And 2011 is the year to commence the 12th Five-Year Plan (2011-2015), and China has entered a crucial phase of building a relatively affluent society. Facing profound, in-depth changes in both global issues and China's domestic affairs and facing a rare historical opportunity and a host of risks and challenges, China should evaluate or treasure all the more the hard-won situation.

With such good situations, the CPPCC should, in line with the guidelines of the Fifth Plenum of the 17th CPC Central Committee and the recent Central Economic Work Conference, make joint efforts to further improve the political consultations, steadily advance democratic supervision, help hasten the transfer of the economic growth mode, further improve the social governance and promote social harmony and stability, so as to contribute more in implementing the 12th Five-Year Plan and building a better-off society in China.

"The successes are encouraging, and the blueprint urges people to go ahead." And the people across China would work harder still to seek more blessing for 1.3 billion people and win a greater glory for the Chinese nation, by taking the Deng Xiaoping Theory as the guidance and implementing the scientific outlook on development, the editorial concludes.
