To tackle population issue as a whole for long-term, balanced growth

Three decades ago today, the Communist Party of China (CPC) Central Committee issued an "open letter" to all CPC members and Communist Youth League (CYL) members on the question of China's population control. The "open letter" issued on Sept. 25, 1980 called for CPC and CYL members in China to have only one child in a bid to improve livelihoods.

Based on China's basic national conditions as a big populous nation but with a weak economic foundation and a relatively insufficient per-capita share of natural resources, the Party Central Committee called on all CPC and CYL members to play an exemplary role and to unite with and lead the masses of people initiatively to implement the birth control or family planning policy.

With the issue of the "open letter", China has taken on a great change afterward in transforming the existing habits and customs in this regard. The CPC and CYL members and officials at all levels took the lead to implement birth control and practice the optimum ways for child-bearing and child-rearing, and the basic national family-planning policy has been carried out consciously and efficaciously.

Hence, the momentum for an excessive population growth was brought under control; China has accomplished a historic change in the population reproduction type from one featuring high birth, low-death and high growth-rate to one featuring low birth rate, low death rate and low growth rate equaling that of moderately developed nations in a relative short period of time, as against close to 100 years for such developed nations. At the same time, China's human quality has improved comprehensively, and the population structure and distribution issue has drawn growing attention with an ensuing marked improvement in the people's survival and development conditions and a significant rise in human race index.

China has alleviated the pressure of populations on the natural resources and environment and created favorable conditions for the sustainable and fast development of economic society and also contributed positively to the development of the world population.

Population growth has always been a major issue that restricts China's all-round, coordinated and sustainable development, as it occupies an important and fundamental position in socio-economic development. At present, China's population growth is faced with an unprecedented complex reality. The basic natural conditions with a vast population remain unchanged. The total population quantity, however, continues to increase with an inertia. The human quality is yet to improve further, the sex ratio with infants at birth is high, the ageing of population is being accelerated and the scale in migration flowing is immense.

Meanwhile, the transformation of an economic growth mode and urbanization advancement are speeding up and the formulation and implementation of the plan for the national main body function area has set forth a higher requirement on the population growth, and the impact of human development on economic society has turned increasingly penetrating and ever-widespread.

The relations between an overall planning of population growth on the one hand and the economy, society, resources and environment on the other hand as well as the construction of the population-balanced, resources-conserving and environment-friendly society is a topic of vital importance that has been placed right before us.

Taking the path steadfastly to resolve the population issue is an important exploration and a great practice for building socialism with Chinese characteristics, and poses an inevitable choice in tackling the tough population growth issue. Standing on this new starting point, we should implement and realize the scientific outlook on development, vigorously carry forward the valuable experience in population growth that has been amassed over the past three decades, and continue to implement the basic national policy on family planning.

The role of CPC and CYL members should be given to a fuller scope, people should be given a genuine respect and a better or improved status of the main social body, the strength of all social strata should be pooled and their hearts congealed to gather power, and the reform innovation carried on. In so doing, we will strive for the transformation from a vast populous nation to a great human resources power, and spur a long-term, balanced population development along with a coordinated and balanced development of economy, society, resources and environment.

The commemoration of the past is definitely for opening up for the future. Owing to the correct leadership of the CPC Central Committee and the State Council, joint efforts of all government institutions and an all-out support of people nationwide, the cause of population development in China will certainly have a more magnificent vista and contribute more positively to the great rejuvenation of the Chinese nation.
