Establishing the objective for a strong power with more competitive and innovative workforce, noted Pan Ligang, a member of the Standing Committee of the CPC Hubei Provincial Committee and head of the Provincial Committee's Organization Department, will make the strategic orientation for the nation-building much clearer, strategy more focused and strategic approach more realistic, and this enriches the theory on the strong power with top-notch professionals.

Prof. Xu Xiping, board chairman of a Shenzhen pharmaceutical company, LTD and an a state-invited expert listed in China's "1000 people plan" under the auspices of the Organization Department of the CPC Central Committee, said with excitement: "Hu's speech stands for speeding up the strategic goal of building up a strong power with top-notch human resources, and so it is both inspiring and encouraging as this not only concerns China but also attracts world attention.

President Hu Jintao in his speech enunciated that the "talent is the prime resources in a nation's economic and social development", "priority should be given to the development" of ace scientists and professionals and "the talent should be made the use- or application-based."

Premier Wen also said in his speech that "everyone should play a talent" and "every trade (or profession) produces its own authority". In response to these viewpoints, Li Jia, a Standing Committee member of the CPC Inner Mongolia Autonomous Regional Committee and head of the Regional Committee's Organization Department, regarded these views as having further enriched the Marxist concepts on talent.

Hou Chang'an, a Standing Committee member of the CPC Gansu Provincial Committee and head of the Provincial Committee's Organization Department, acknowledged that President Hu's speech raised the strategic priority on talent development. "The four priorities", he added, have not only established a new formula but would have an immeasurable role to play in unifying the thinking of the Party and spurring all social strata to treasure and care for top scientists and professionals.
