Keynote speeches made by Chinese President and Party General Secretary Hu Jintao on how to turn China into a power with more innovative workforces at the two-day national conference on talent held in Beijing on May 25-26, have greatly encouraged and inspired all participants at the meeting.

President Hu called for the creation of a more competitive and innovative workforce for China, with the focus on training more top-notch specialists. The nation would enhance its workforce's strength and the fostering of high-caliber professionals would be a priority, he said in a statement released after the meeting.

It is generally agreed that this speech of Hu's, standing at the height of the overall situation on the Party and the country's development, expounded the significance of building a powerful nation with strong talent resources, made an overall plan to implement "The Planning Program on Talent". So, the speech is cited as a programmatic document to guide China's talent development nowadays and in a period ahead as well as a marching order to transfer the country from a nation with rich human resources to a strong power with high-caliber experts.

Meanwhile, Premier Wen Jiabao's speech at the conference set forth very clear-cut, explicit demands on the building of the power with innovative professionals and scientists, the creation of a good social environment and the provision of good services for these top-notch experts. And his viewpoint is also distinct and to the point.

Speeches by both Hu and Wen, focusing on the known world situation and new changes in China's national conditions, have made an incisive exposition on a range of major issues on talent both in theory and practice, said Jin Yang, vice-minister of the State-owned Assets Supervision and Administration Commission (SASAC). "It is permeated with the scientific outlook on development as their main theme contains with "scientific theory, scientific systems, scientific methods" to promote the thinking relating to work on talent and reflect what has guided the CPC's governance and accurate application of the Party's work on talent.
